What is a public adjuster?
A public adjuster is a professional who works on behalf of policyholders (individuals or businesses) to help them navigate the insurance claims process and negotiate with insurance companies to get the maximum amount of compensation for their losses. Public adjusters are typically hired by policyholders who have suffered property damage, such as from a natural disaster, fire, or water damage, and who want to ensure that they receive a fair settlement from their insurance company.
Unlike insurance company adjusters, who work for the insurance company and are primarily focused on protecting their employer's interests, public adjusters work exclusively for policyholders and are advocates for their clients. They assess the damage, prepare and submit the insurance claim, and negotiate with the insurance company on behalf of the policyholder. Public adjusters charge a fee for their services, typically a percentage of the final settlement amount.

Serving Public Interest - Insurance policyholders need to level the playing field.
Some government regulations are intended to provide such fairness, since all participants must abide by the same rules. However, they can have the opposite effect, for example if larger firms find it easier to pay for fixed costs of regulation. It may be added that if the rules affect different participants differently, then they are not actually the same.

Under California law
Agreements providing for “valuations, appraisals and similar proceedings”
The standard form fire insurance policy requires that any dispute between the insured and insurer regarding the amount of loss be resolved by an “appraisal process” (each party selects its own “competent and disinterested” appraiser; together, the appraisers select a “competent and disinterested umpire” to resolve disagreements between the appraisers). (Insurance Code §2071.)
